Scientists see 'sloshing' galaxy cluster

ScienceDaily (Jan. 30, 2012) ? A Naval Research Laboratory scientist is part of a team that has recently discovered that vast clouds of hot gas are "sloshing" in Abell 2052, a galaxy cluster located about 480 million light years from Earth. The scientists are studying the hot (30 million degree) gas using X-ray data from NASA's Chandra X-ray Observatory and optical data from the Very Large Telescope to see the galaxies.

"The X-ray images were amazing. We were able to see gas sloshing like liquid in a glass" explains NRL's Dr. Tracy Clarke. "Of course this would be one enormous glass since we see the gas sloshing over a region of nearly a million light years across!"

The Chandra data reveal the huge spiral structure in the hot gas around the outside of the image. Zooming in on the cluster reveals "cavities" or "bubbles" surrounding the central giant elliptical galaxy. The spiral began when a small cluster of galaxies collided off-center with a larger one positioned around that central galaxy.

The gravitational attraction of the smaller cluster drew the hot gas out of the central cluster toward the smaller cluster. Once the smaller cluster passed by the central cluster core, the gas movement reversed and it was pulled back toward the center of the main cluster. The hot cluster gas overshot the cluster center, creating the "sloshing" effect that is like the sloshing that occurs when a glass holding a liquid is quickly jerked sideways. In the cluster, gravity pulls back on the gas cloud, creating the spiral pattern.

For scientists, the observation of the "sloshing" motion in Abell 2052 is important for two reasons. First, the "sloshing" helps to move some of the cooler, dense gas in the center of the core farther away from the core. This cooler gas is only about 10 million degrees, as compared to the average temperature of 30 million degrees. This movement reduces the amount of cooling in the cluster core and could limit the amount of new stars being formed in the central galaxy. The "sloshing" movement in Abell 2052 also helps redistribute heavy elements like iron and oxygen, which are created out of supernova explosions. These heavy elements are an important part of the make-up of future stars and planets. The fact that Chandra's observation of Abell 2052 lasted more than a week was critical in providing scientists with the details detected in this image.

Besides the large-scale spiral feature, the Chandra observations also allowed scientists to see details in the center of the cluster related to outbursts from the supermassive black hole. The data reveal bubbles resulting from material blasted away from the black hole which are surrounded by dense, bright, cool rims. In the same way that the "sloshing" helps to reduce the cooling of the gas at the core of the cluster, the bubble activity has the same effect, limiting the growth of the galaxy and its supermassive black hole.

Philippine blast kills rebel, wounds 11 civilians (AP)

MANILA, Philippines ? The Philippine military says an accidental grenade blast killed a communist rebel and wounded 11 civilians, including seven children.

Col. Leopoldo Galon said rebels were conducting lectures in a village in southern Bukidnon province's Kibawe township when a guerrilla accidentally dropped a grenade.

It was not immediately clear if the rebel who died was the one who dropped the grenade.

The seven children hurt in Monday's blast are aged 9 to 16.

The rebels have been fighting for a Marxist state since 1969 and are listed by Washington as terrorists.

Divorce hurts health more at earlier ages

Divorce at a younger age hurts people's health more than divorce later in life, according to a new study by a Michigan State University sociologist.

Hui Liu said the findings, which appear in the research journal Social Science & Medicine, suggest older people have more coping skills to deal with the stress of divorce.

"It's clear to me that we need more social and family support for the younger divorced groups," said Liu, assistant professor of sociology. "This could include divorce counseling to help people handle the stress, or offering marital therapy or prevention programs to maintain marital satisfaction."

Liu analyzed the self-reported health of 1,282 participants in Americans' Changing Lives, a long-term national survey. She measured the gap in health status between those who remained married during the 15-year study period and those who transitioned from marriage to divorce, at certain ages and among different birth cohorts, or generations.

Liu found the gap was wider at younger ages. For example, among people born in the 1950s, those who got divorced between the ages of 35 and 41 reported more health problems in relation to their continuously married counterparts than those who got divorced in the 44 to 50 age range.

From a generational perspective, the negative health impact was stronger for baby boomers than it was for older generations ? a finding that surprised Liu.

"I would have expected divorce to carry less stress for the younger generation, since divorce is more prevalent for them," she said.

Liu said this may be because the pressure to marry and stay married was stronger for older generations, and so those who did divorce may have been among the most unhappily married ? and thus felt a certain degree of relief when they did divorce.

Overall, the study found that those who transition from marriage to divorce experience a more rapid health decline than those who remain married. However, those who remained divorced during the entire study period showed no difference than those who remained married.

"This suggests it is not the status of being married or divorced, per se, that affects health, but instead is the process of transitioning from marriage to divorce that is stressful and hurts health," Liu said.

Viewers can tune in Friday to watch the interview with Lisa Irwin's parents and a private investigator who's searching for her.

Lisa was reported missing Oct. 4 when her father, Jeremy Irwin, came home from work around 4 a.m. and couldn't find her. Irwin and Deborah Bradley say they think someone broke into the house and took their daughter.

Deborah Bradley has said police have accused her of being involved in Lisa's disappearance. In tearful statements to the media early on, Bradley has repeatedly insisted she doesn't know what happened to her child.

No suspects have been named, despite an intensive search.

Defense asks ElBaradei to testify in Mubarak trial (AP)

CAIRO ? A lawyer for Egypt's former interior minister asked the court on Saturday to have Nobel Peace Prize laureate and pro-reform leader Mohamed ElBaradei testify as a witness in his client's defense.

Mohammed el-Gendi, an attorney for Habib el-Adly, said ElBaradei could testify that security forces from the Interior Ministry protected him and ensured he arrived home safely during the most violent day of the uprising that ousted President Hosni Mubarak.

ElBaradei, an outspoken critic of the Mubarak regime as well as Egypt's current military rulers, could not be immediately reached for comment.

El-Adly is charged along with Mubarak and four police commanders of complicity in the killing of protesters during the 18-day revolt last January and February. They could face the death penalty if convicted. Mubarak and his two sons are facing separate charges of corruption in the same case.

El-Gendi, who has five days to present his arguments, was addressing the court on the one-year anniversary of Egypt's "Day of Rage," in which hundreds of protesters were killed and wounded in clashes with police.

Several hundred protesters prayed on Cairo's Qasr al-Nil bridge Saturday, which spans the Nile River, for those killed a year ago. The bridge was the scene of some of the most violent confrontations with security forces as protesters pushed their way to Tahrir Square, the epicenter of the anti-Mubarak revolt. The gathering was one of a number of rallies and protests this week marking the year anniverary ? and pushing demands for the ruling military to cede power.

Police used live ammunition, fired water cannons and rammed people with armored police vehicles on the bridge a year ago before the security forces, which were run by el-Adly, collapsed and disappeared from the streets.

Adel Abdullah, a 31-year old, was in tears. He said he lost his friend on the bridge last year. "I am sad for those who died and what is happening now. So long as the military council is in power, nothing will change in this country."

At the trial Saturday, el-Gendi compared Mubarak to former U.S. President George W. Bush, saying that the U.S. leader was responsible for wars that led to the deaths of thousands of people in Iraq and Afghanistan and was never tried in court.

"Mubarak is being tried even though he never said he ordered the shootings," el-Gendi said.

Earlier this week, el-Gendi claimed the U.S. and Israel plotted the killings of protesters and accused security guards at the American University in Cairo of opening fire on the demonstrations. The university, which has a building that borders Tahrir Square, immediately issued a denial.

Only one policeman has been convicted in more than a dozen court cases over the death of at least 846 people killed in the government crackdown on protesters. He was tried in absentia, and upon his return to Egypt recently, he was granted a retrial.

El-Adly's defense team has until Wednesday to present its arguments to the court. Mubarak's lawyer wrapped up his defense earlier, while other defendants have until Feb. 16. Verdicts are not expected soon.

A year after the anti-Mubarak uprising, the activists who led it are now leading protests against the military, which they say is balking at real reform and is as dictatorial as Mubarak. They demand that the generals hand power immediately to civilians, but they have struggled to propose a solid alternative to the military's timetable.

The generals say they will cede power by the end of June, but many fear they will try to keep some form of political influence.

In an attempt to present a unified position, nearly 40 youth groups Saturday put forward a new initiative pressing for presidential elections by April 11 so the military can hand power to the winner.

The proposal calls on the newly elected parliament to manage and organize the presidential elections, and not leave it in the hands of a military-appointed commission.

The groups said they will not accept a constitution to be written or a president to be elected under the watch of the military rule. Under the current timetable, parliament is to form a panel to write the constitution and the presidential vote is to be held before the end-of-June handover.

"The real danger for the revolution today is to have the first constitution for the country after the revolution in the shadow of military rule," the groups said. It said the military wants to ensure the constitution puts it "above the law and above accountability" and preserves its "huge economic empire."

FDA approves Pfizer's Inlyta for kidney cancer (Reuters)

(Reuters) ? Pfizer's Inlyta drug for patients with advanced kidney cancer got the nod from U.S. regulators on Friday, boosting the company's plans to offset plunging Lipitor sales.

The Food and Drug Administration said the drug, known generically as axitinib, was effective at treating patients who did not respond to another drug for kidney cancer.

About 61,000 Americans were diagnosed with kidney cancer last year, and about one in five of them are expected to die from the disease, according to the American Cancer Society.

About 20 percent to 30 percent of these patients have advanced disease at the time of diagnosis, Pfizer said.

Inlyta, which inhibits certain receptors that can influence tumor growth and progression of cancer, is one of several new drugs Pfizer is banking on to help replace lost revenue from its cholesterol fighter, Lipitor. The world's top-selling drug began facing generic competition late last year.

US Embassy: US citizen kidnapped in Nigeria freed (AP)

LAGOS, Nigeria ? A U.S. citizen kidnapped by gunmen in Nigeria's oil-rich southern delta has been freed after a week in captivity, the U.S. Embassy said.

U.S. Embassy spokeswoman Deb MacLean told The Associated Press on Friday that the man had been released after being kidnapped in Warri in Delta state on Jan. 20. MacLean declined to offer any other details, citing privacy rules. Delta state police spokesman Charles Muka said he had not been informed about the man's release, as his company refused to cooperate with local authorities.

The freed hostage was identified as William Gregory Ock, 50, of Bowdon, Georgia, by his sister, Dee Dee Patterson.

Patterson told the AP on Friday that the family had no details of his release.

"The only thing we know is that he is safe and he is in a secure location," Patterson said by telephone.

She had no information on when Ock would return home to Georgia.

It was not immediately clear whether a ransom had been paid to secure his release, though many companies working in the region carry kidnap insurance and simply pay a negotiated price to see their employees freed. Kidnappers had made contact with authorities previously and demanded a $333,000 ransom.

The attack Jan. 20 occurred outside a bank branch in Warri, one of the main cities in nation's Niger Delta, a region of mangroves and swamps where foreign oil companies pump 2.4 million barrels of crude oil a day. The gunmen attacked Ock as he came outside, shooting his police escort to death before abducting him, Muka said.

Investigators believe the gunmen trailed him for some time before the attack, Muka said.

Foreign firms have pumped oil out of the delta for more than 50 years. Despite the billions flowing into Nigeria's government, many in the delta remain desperately poor, living in polluted waters without access to proper medical care, education or work.

In 2006, militants started a wave of attacks targeting foreign oil companies, including bombing their pipelines, kidnapping their workers and fighting with security forces. That violence waned in 2009 with a government-sponsored amnesty program promising ex-fighters monthly payments and job training. However, few in the delta have seen the promised benefits and criminal gangs still roam the region, increasingly targeting middle-class Nigerians.

In 2011, there were five reported kidnappings of U.S. citizens in Nigeria, according to a recent U.S. State Department travel warning about the country. The most recent occurred in November when two U.S. citizens and a Mexican were kidnapped from a Chevron Corp. offshore oil field and held for about two weeks, the State Department said.

A German working in the city of Kano in north Nigeria was abducted Thursday by unknown gunmen, authorities have said.

The Price Is Right host and his fiancee have ended their nearly five-year relationship. "He and Nicole still have a great deal of love and affection for one another," Carey's rep said.

"He will still be very involved with their son's life."

Drew Carey, 53, and Nicole Jaracz announced their engagement in October 2007. At the time, Jaracz had recently graduated from culinary school.

"They are both very happy and excited about their future together," Carey's rep said at the time, adding that no wedding date had been set then ... or ever.

In 2010, Carey dropped 80 lbs., and attributed his significant weight loss to the strong inspiration of his fiancée and her son, Connor, now 6.

U.S. lawmaker may pursue limited China bill (Reuters)

WASHINGTON (Reuters) ? An influential Republican lawmaker said on Wednesday he may pursue "narrowly targeted" legislation to ensure the Commerce Department can impose countervailing duties on subsidized imports from China and other "non-market economies."

"I am willing to consider targeted legislation that ensures our countervailing duty laws can be used to protect U.S. employers and workers from unfairly subsidized imports from countries like China," House of Representatives Ways and Means Committee Chairman Dave Camp said in a statement.

A recent U.S. court ruling struck down the Commerce Department's ability to apply to countervailing duties to non-market economies, saying that Congress needed to change the law for the department to do that.

Camp emphasized that any legislation to address the ruling "would have to be narrowly targeted ... and be able to pass the House and Senate without complications."

However, the prospect of the Republicans moving any China bill is likely to invite attempts by Democrats to attach a measure to address China's currency practices.

Last year, the Democratic-controlled Senate passed a bill to pressure China on its currency, which many lawmakers on both sides of the aisle say is undervalued and gives Chinese manufacturers an unfair price advantage.

But House Republican leaders have sat on the bill, which they said could start a damaging trade war.

Former President George W. Bush's administration, responding to pleas of domestic producers, changed longstanding policy to allow countervailing, or anti-subsidy, duties to be applied to goods from non-market economies.

Previously, the Commerce Department had taken the position it was too difficult to calculate subsidy levels in economies where the state plays a dominant role in setting prices.

However, U.S. industry groups persuaded the Bush administration that was no longer the case with China.

JACKSONVILLE, Fla. ? Newt Gingrich is defending himself after a questioner at the GOP presidential debate criticized him for calling Palestinians an invented people.

A questioner of Palestinian descent asked Gingrich how he could say Palestinians are "invented."

Gingrich answered by reiterating his stance, saying that Palestinians were, in fact, invented in the 1970s. He says before that they were simply identified as Arabs.

Gingrich is also making it clear he is a strong supporter of Israel. He says that President Barack Obama has not stood up in support of Israel amid ongoing tension with Palestinians. Gingrich says he would be a steadfast supporter of Israel.

Group calls for U.S. to break up Bank of America (Reuters)

(Reuters) ? A group of consumer advocates, academics and economists want to end "too-big-to-fail" banks, starting with Bank of America Corp.

The group, led by consumer advocacy organization Public Citizen, plans to file a petition with the Federal Reserve Board and other regulators on Wednesday asking them to carve the bank into simpler, safer pieces.

The Fed and the coalition of regulators known as the Financial Stability Oversight Council have the authority to take such action under the Dodd-Frank financial reform law passed in 2010, the group said.

Nearly two dozen professors and groups have joined the effort.

It's not clear how much effect the petition will have, and some community groups have declined to sign on.

However, the petition is a dramatic criticism of regulators who have so far done little to shrink giant banks after the 2007-2009 financial crisis.

"Bank of America currently poses a grave threat to U.S. financial stability by any reasonable definition of that phrase," the 24-page petition said.

It said Bank of America, the nation's second-largest bank, is too large and complex, and that its financial condition could deteriorate rapidly at any moment, potentially causing the market to lose confidence in the bank.

"An ensuing run on the bank could cause a devastating financial crisis," the petition said.

David Arkush, director of Public Citizen's Congress Watch division, said a lot of the group's concerns apply to other large banks, but that Bank of America is the institution most exposed to the housing crisis.

"Regulators need to get ahead of this and act proactively to reform Bank of America," Arkush said.

Bank of America has had a tough time emerging from the financial crisis, particularly because of mortgage losses tied to its 2008 Countrywide Financial purchase.

The bank's stock slid 58 percent last year as investors expressed disappointment with the speed of a turnaround and fear about the bank's ability to comply with new capital rules.

Bank of America has fared better this year. It reported improved capital levels in its fourth-quarter earnings report last week, and its stock has risen 31 percent since the start of the year.

Arkush said he doesn't expect regulators to immediately act on the group's petition.

Dodd-Frank includes mechanisms for regulators to break up large financial firms, but it includes high hurdles for such action.

Bank of America, the Fed and the Treasury declined to comment on the planned petition.

Some community groups decided to pass on signing the entreaty. Janis Bowdler, an official with the National Council of La Raza, said the letter was distributed on a list-serve for a coalition called Americans for Financial Reform, but her group decided not to join up.

"I don't want to downplay the concerns that were raised," said Bowdler, "but for now, a strong housing market and cleaning up Countrywide is the priority for us."

NCLR is a national Hispanic civil rights organization. It receives financial support from Bank of America.

The Center for Responsible Lending, which has been critical of banks for mortgage lending practices, has also declined to participate. CRL president Mike Calhoun declined comment.

Bank of America was one of the large banks that received a government bailout during the financial crisis. It paid back the $45 billion in 2009, but analysts say it still needs more capital to absorb mortgage-related losses and to meet new international standards.

E-filing taxes: IRS ready to receive your money

E-filing taxes begins in earnest as Internal Revenue Service begins accepting electronically filed returns. E-filing taxes is free to anyone, but those making $57,000 or less can get more free help.

This is a good year for procrastinators. April 15 ? the traditional due date for returns ? falls on a Sunday and the following Monday is Emancipation Day, a holiday celebrated in Washington. This pushes the deadline to April 17.

But this is also a leap year, so Feb. 29 gives us one more day to ponder our taxes.

Many filers could use the extra time. The IRS estimates the total number of hours it will take this year to file the popular 1040 ? from record keeping and planning to submitting the form ? is 22.

The IRS has also launched Free File on its website at irs.gov. Free File is a partnership between the agency and about 20 tax software companies to provide online filing at no cost. To use Free File, you can't make more than $57,000 a year.

For do-it-yourselfers of all income levels, the IRS offers Free File Fillable Forms. This is the electronic format of traditional paper forms that can be filed for free online, too.

If you're filing electronically on your own, make sure you print out the return and review it before hitting the send button, says Jackie Perlman, a principal tax analyst with the Tax Institute at H&R Block.

A software program will catch math errors or prompt you if you forget to sign the return, she says. But it can't tell whether you made the mistake of transposing numbers you enter yourself.

Of course, whether you file a paper or electronic return, taxes can be confusing. If you need help filling out a return, there's free assistance.

The IRS provides free tax preparation of simple returns for filers earning up to $50,000. Go to IRS.gov to find the time and locations.

The Volunteer Income Tax Assistance Program has IRS-trained volunteers who will do your taxes for free if you make less than $50,000 a year.

"We're talking fairly simple tax returns ... not rental property and buying and selling stocks," said Robin McKinney, director of the Maryland CASH Campaign, which is part of the program.

AARP Foundation Tax-Aide program's trained volunteers provide free tax help to low- to moderate-income households, with a special focus on those age 50 and older. The income limits for eligibility differ from place to place.

The CASH Campaign's McKinney says that some commercial tax companies are offering free tax preparation this year. But she warns that these offers are promotions that often expire in early February or apply only to super-simple 1040EZ returns.

"That ends up being very few people (who qualify). Anyone who claims dependents, or gets the earned income tax credit or claims mortgage interest, can't use a 1040EZ," she said. "That's not always so clear in the advertising."

About 60 percent of taxpayers hire someone to do their taxes. After years of complaints about shoddy or shady work by some preparers, Uncle Sam is raising the bar.

The IRS now requires all paid preparers filing more than 10 returns to have a Preparer Tax Identification Number. It's also phasing in a testing requirement for certain preparers to make sure they are competent. Make sure your preparer has a PTIN and gives you a copy of your return that's signed by the preparer.

Here, I think, is a time when the word "bias" is actually warranted. Everyone wants so badly for Google to do something truly evil (instead of just questionable or inconvenient) that their perceptions of Google actions are actually being affected. Casting events systematically in a non-objective light is the exhibition of bias, and the continual presentation of policies one disagrees with as evidence of "evil" seems to fall under that category. Google going evil has become the Godwin's Law of tech commentary.

US women top Mexico 4-0, on to do-or-die semis

VANCOUVER, British Columbia - The U.S. women's soccer team was still on the field, having dispatched rival Mexico, when Abby Wambach gathered her teammates for a little speech.

The message: "We haven't done anything yet."

The Americans avenged one of their most shocking losses Tuesday night, and did so emphatically. A pair of early goals put to rest any notion of another upset by the neighbor to the south, and Carli Lloyd scored her first international hat trick in a 4-0 victory that clinched first place in the Americans' group and put them a major step closer to the London Olympics.

But hang on. Next up is the one game in this tournament that matters most, the London-or-bust semifinal against Costa Rica on Friday. The winner gets one of the two available berths for the Olympics; the loser stays home.

"The next game is the game that we need to be prepared for, and that matters the most," goalkeeper Hope Solo said. "She made sure that we didn't celebrate too much today."

Wambach and her teammates remember all too well the sting from a 2-1 defeat against Mexico in Cancun in a World Cup qualifier 14 months ago, the only time in 28 tries the Mexicans have beaten the Americans. That loss forced the U.S. into a backdoor playoff just to qualify for the World Cup ? and served as a wakeup call that the top-ranked team in the world can't take important games for granted any more.

"This was the exact same position that we were in, in Mexico in 2010," Wambach said. "We haven't done anything. We still have one game left. That's what I said ? stay focused.

"It's simple. I think everybody knows it. I think everybody understands it. But I also think that in hindsight we wish we had said something like that prior to that game. Because we didn't say those things, I didn't want to leave any stone unturned. And that's kind of what that speech was about."

The Americans will be heavily favored in the semis. Costa Rica is ranked No. 41 in the world and has never beaten the U.S., having been outscored 34-0 in seven meetings. Had the Americans lost to Mexico on Tuesday, they would have faced a much tougher semifinal against host Canada.

Instead, it will be Mexico vs. Canada in the other semi that will produce the tournament's second Olympic berth.

The lessons from Cancun have been prevalent during this entire CONCACAF tournament. The Americans routed their first two opponents ? Dominican Republic and Guatemala ? by scores of 14-0 and 13-0, the most lopsided results in U.S. team history.

Keeping with that theme, coach Pia Sundhage wanted a strong start against the Mexicans, and she got one. The Americans controlled the run of play early, and it paid off when Lloyd headed in the rebound in the seventh minute after Rachel Buehler clanged a shot off the post following a corner kick.

A minute later, the lead was doubled. Amy Rodriguez's cross was deflected by a defender and then by goalkeeper Cecilia Santiago straight to Heather O'Reilly for an easy goal.

Lloyd also netted in the 57th and 86th as the Americans avoided a repeat of a Mexican upset ? and wrapped up group play with three wins by a combined score of 31-0.

"It was redemption for us," Lloyd said. "We came out strong and knew we had to get it done."

The Mexicans, buoyed by a vocal and slightly pro-Mexico crowd of 7,599 at BC Place, worked hard on the counterattack for a goal, but the American back four of Buehler, Becky Sauerbrunn, Christie Rampone and Amy LePeilbet cleared nearly every serious threat, leaving goalkeeper Hope Solo without much work to earn her third shutout of the tournament.

That was probably for the best. Solo revealed after the game that she has "a little quad pull" that nearly caused her to ask for a sub. She hopes she'll be fine for the semifinals.

The defensive performance was especially heartening for the Americans given the absence of Ali Krieger, who tore two ligaments in her right knee against the Dominican Republic and likely won't be back in time for the Olympics. As a tribute to Krieger, each American player had the word "liebe" ? German for "love" ? written on her arm. Krieger, who has played five seasons in the German league for FFC Frankfurt, has a tattoo with the word on her left arm.

"Ali will be a part of this team ? whether she's here or not," Wambach said.

Consumer finance chief touts enforcement powers (AP)

WASHINGTON ? The government's new consumer finance watchdog agency is prepared to sue companies that offer unfair or deceptive mortgages and credit cards, its director said Tuesday.

Addressing a congressional panel, Consumer Financial Protection Bureau Director Richard Cordray defended his appointment to the post and assured critics that the agency will work with financial companies whenever possible.

But "we will not hesitate to use enforcement actions to right a wrong," Cordray told the Republican-controlled subcommittee of the House Oversight Committee.

Cordray was addressing Congress for the first time since his recess appointment by President Barack Obama earlier this month. He faces questions about the bureau's actions and the legitimacy of his appointment.

Republicans call the appointment illegal because the Senate technically was not in recess. Republicans were holding minutes-long sessions during their vacation to prevent the President from making any appointments.

The CFPB might lack credibility in part because it is run by a director whose "appointment was constitutionally questionable," said Rep. Patrick McHenry, R-N.C., chairman of the subcommittee.

McHenry is a major beneficiary of political donations from the payday lending industry, which will face much tighter oversight because of Cordray's appointment.

Cordray said that he is aware of objections to his appointment, but "I'm in the job, it's an important job, it's a big job, it commands all of my time and attention, and all I can do is try to carry out the responsibilities."

Oversight Committee Chairman Darrell Issa, R-Calif., asked whether the agency has made plans for what to do it Cordray's nomination is invalidated by a legal appeal.

"We have to carry out the intent of that law," Cordray replied. "Either we do or we don't. It seems to me that the right answer is that we do."

Senate Republicans had refused to confirm Cordray because many opposed the creation of the agency. They wanted it run by a bipartisan commission and pledged to block any nominee until the powers of the director were reduced.

Officials from the team that set up the agency, including Elizabeth Warren, now running for Senate from Massachusetts, had testified before Congress 11 times since the agency was created under the financial overhaul law in July 2010.

France seeks support for financial transaction tax (Reuters)

BRUSSELS (Reuters) ? France outlined on Tuesday a blueprint of its own tax on financial transactions to other EU countries, in a fresh attempt to win backing for such a scheme across the European Union.

President Nicolas Sarkozy is hoping the tax will be introduced in France before the end of the year, meaning that parliament would have to approve it before breaking in February ahead of presidential elections.

Paris plans to introduce the tax, which would be imposed on the trading of shares or company bonds, regardless of whether other countries follow suit.

Politicians are hoping it will be popular with voters ahead of elections in France and Germany but Britain opposes it.

Britain already has a tax on share trading but does not want a wider scheme imposed by Brussels, fearing it would drive away business from the City of London, the region's financial capital to global rivals such as New York.

"I will express the will of the President of the Republic that France will be a pioneer to demonstrate the technical feasibility of this tax," Francois Baroin, France's finance minister, said late on Monday ahead of a meeting of EU finance ministers.

"I explained to (German finance minister) Wolfgang Schaeuble the methodology and the proposed calendar," he said.

A levy on financial transactions is similar in spirit to the Tobin tax, which was designed to stop currency speculation, although its aim is to raise money from the financial sector after governments spend billions bailing it out.

France intends to levy a charge not just on the trading of shares but also on trading financial instruments such as derivatives.

Baroin said he had urged EU president Denmark to identify the pool of transactions that could be subject to the tax as well as how high it should be.

"We have called on the Danish presidency to intensify the necessary work to pin down the base, the rate and all the other specifics," he said.

As countries are struggling to contain borrowing costs, the French plan does not foresee a tax on trading sovereign bonds.

The German government supports a tax on financial deals, but Baroin conceded that the tax may not win the backing of Britain and Sweden. Stockholm saw trading migrate to London when it introduced a similar tax in the mid 1980s.

A spokesman for the British government said: "Our stance on a financial transactions tax is unchanged. We will continue to engage with other member states and the Commission on this issue, although our views are clear."

Other EU countries including Italy and Belgium are open to the idea. "The discussion on transaction tax is unavoidable," said Elio Di Rupo, Belgium's prime minister after meeting Italian premier Mario Monti. "It's in our plan for government."

Last year, the European Commission proposed a scheme to tax stock, bond and derivatives trades from 2014, potentially raising 57 billion euros with much of it from Britain, the region's biggest trading centre.

It would work in a similar way to Britain's current stamp duty of 0.5 percent on trading shares, which raised almost 3 billion pounds in the financial year to April 2011.

Under the EU plan, which needs the backing of all 27 member states to become law, stock and bond trades would be taxed at the rate of 0.1 percent, and derivatives trades at 0.01 percent.

Mild winter offers break from high heating costs

Ashley Tatum was three months behind on utility payments after leaving her job at a coffee shop because of pregnancy complications. The mother of two owed $648, and the tough economy did not offer many options.

The Milwaukee resident had one small reason to hope: The winter has been mild and her heating bills low, offering an unexpected chance to catch up on overdue payments.

"It was helpful because then I wouldn't have to stress about getting all this extra money," she said.

Although there have been some cold snaps and storms, the moderate weather has been a boon to millions of Americans, allowing them to save money on snow removal and permitting outdoor activities to continue well beyond autumn. But few have been more grateful than low-income families, who are getting a break from high heating costs.

Tatum first noticed the lower charges in November. Her bill covering most of December was $164, less than half the price from a year earlier.

"I was surprised," Tatum said. "I called my sister and said, 'Girl, is your bill cheaper, too?' I'm happy that we had those nice warm days."

Initially, forecasters made grim predictions that this winter could rival or exceed the cold, snowy assault of 2010-11. But average temperatures have been well above normal across the Upper Midwest and Northeast. Combined with a lack of snow and ice, the unseasonable conditions have been a blessing for many families who normally devote much of their budgets to natural gas, propane or heating oil.

In Michigan, temperatures have been 15 percent above normal since October, and plentiful fuel supplies are driving down natural gas prices.

"It's helping all customers," said Judy Palnau, spokeswoman for the Michigan Public Service Commission.

Utility company Consumers Energy says its 1.7 million natural gas customers in Michigan are paying about 20 percent less than a year ago. The average residential bill for January will be $112, down from about $140.

Marc Ryan of Traverse City is living in a friend's trailer for the winter. His latest utility bill was for $90 ? about $25 less than last year.

"It's not a lot, but 25 bucks is 25 bucks," Ryan said. "It's half a tank of gas in my pickup truck. I'll take that."

Advocacy groups and government agencies agree the weather has been helpful ? to a point. Demand for heating assistance remains high, they say, partly because so many Americans are unemployed or working at low-paying jobs.

Congress in December slashed the federal program that provides low-income heating and utility subsidies from $4.7 billion to $3.5 billion for this year. But because of the moderate weather, assistance agencies that had been turning people away now have money to give.

Still, many recipients will be getting less. Minnesota's average grant is now $400, down from $500 to $600 a year ago. The state is helping 190,000 households with heating expenses ? more than last year, despite a 23 percent drop in federal payments.

"There are households that are calling. They're wondering, 'What are we going to do? The grant I was provided will barely get me one fill of my propane tank,'" said Judd Schultz, housing director for Minnesota Valley Action Council, one of 28 nonprofit agencies through which the money is distributed.

In Indianapolis, employment coach Janice Duffey of Southeast Community Services said she's been flooded with calls for heating help and expects no letup anytime soon.

"The weather could go berserk in a week," Duffey said.

The owner of an oil company in Scarborough, Maine, said heating oil usage among his customers dropped about 25 percent in November and 18 to 20 percent in December.

Les Thomas, who runs Cash Energy, has two tanks in his house. "I've usually filled them up again around Christmastime," he said. This year, he didn't need to.

One couple's oil supply lasted so long that they stopped checking it regularly.

"I got home last night and realized my tank was just about empty. It's been so warm, I forgot about our oil," said Angie Tapper, a waitress who lives with her husband in Lewiston, Maine.

She also got used to having some extra money. "It's been a welcome break for our bank account," she said.

Still, Tapper knows there's still plenty of winter ahead.

"I've got to get into a January-February mindset," she said, "until I see flowers."

Multiple partners not the only way for corals to stay cool

Recent experiments conducted at the Australian Institute of Marine Science (AIMS) produced striking results, showing for the first time that corals hosting a single type of "zooxanthellae" can have different levels of thermal tolerance ? a feature that was only known previously for corals with a mix of zooxanthellae.

Zooxanthellae are algal cells that live within the tissue of living coral and provide the coral host with energy; the relationship is crucial for the coral's survival. Rising ocean temperatures can lead to the loss of zooxanthellae from the coral host, as a consequence the coral loses its tissue colour and its primary source of energy, a process known as 'coral bleaching'. Globally, coral bleaching has led to significant loss of coral, and with rising ocean temperatures, poses a major threat to coral reefs.

It was previously known that corals hosting more than one type of zooxanthellae could better cope with temperature changes by favouring types of zooxanthellae that have greater thermal tolerance. However, until now it was not known if corals hosting a single type of zooxanthellae could have different levels of thermal tolerance.

Results recently published in the prestigious scientific journal, Nature Climate Change, showed corals that only host a single type of zooxanthellae may in fact differ in their thermal tolerance. This finding is important because many species of coral are dominated by a single type of zooxanthellae.

PhD student, Ms Emily Howells from the Australian Research Council Centre of Excellence for Coral Reef Studies (CoECRS) at James Cook University, Townsville, together with scientists from AIMS and CoECRS, collected two populations of a single type of zooxanthellae (known as C1) from two locations on the Great Barrier Reef. The population collected from Magnetic Island near Townsville experiences average ocean temperatures 2?C higher than the population collected from the Whitsunday Islands. In experiments at AIMS, young corals were treated with one or other of the two different populations of zooxanthellae, and exposed to elevated water temperatures, as might occur during bleaching events.

The results were striking. Corals with zooxanthellae from the warmer region coped well with higher temperatures, staying healthy and growing rapidly, whilst corals with zooxanthellae from the cooler region suffered severe bleaching (loss of the zooxanthellae) and actually reduced in size as they partly died off.

Madeleine van Oppen, ARC Future Fellow at AIMS, says the research results will likely have a major impact on the field, as until now corals associating with the same type of zooxanthellae have been viewed as physiologically similar, irrespective of their geographical location.

"Our research suggests that populations of a single type of zooxanthellae have adapted to local conditions as can be seen from the remarkably different results of the two populations used in this study. If zooxanthellae populations are able to further adapt to increases in temperature at the pace at which oceans warm, they may assist corals to increase their thermal tolerance and survive into the future." says Emily Howells.

"However, we do not yet know how fast zooxanthellae can adapt, highlighting an important area of future research", says Bette Willis, Professor from the CoECRS at James Cook University.

Research at AIMS is therefore currently assessing whether zooxanthellae can continue to adapt to increasing temperatures and at what rate. This work in progress will provide insights into the capacity of zooxanthellae to adapt to future climate change.

Petition asks White House to probe MPAA's Chris Dodd (Reuters)

LOS ANGELES, Jan 22 (TheWrap.com) ? More than 10,000 petition signers are asking the White House to investigate comments made by MPAA chief executive Chris Dodd, who warned in an exclusive interview with Fox News that politicians who failed to back antipiracy legislation could see Hollywood dollars dry up.

Dodd's words, coming at the end of the week that saw two bills backed by the motion picture lobby -- the so-called PIPA and SOPA measures -- battered by nationwide protests and defections by formerly supportive politicians, amount to bribery, the petition claims.

"Those who count on quote 'Hollywood' for support need to understand that this industry is watching very carefully who's going to stand up for them when their job is at stake," Dodd said. "Don't ask me to write a check for you when you think your job is at risk and then don't pay any attention to me when my job is at stake."

Early Sunday, a petition was started.

"This is an open admission of bribery and a threat designed to provoke a specific policy goal. This is a brazen flouting of the 'above the law' status people of Dodd's position and wealth enjoy," the petition reads.

The petition was initiated by the New York-based educational and research group We The People Foundation. It has amassed more than 10,000 signatures.

Photon 4G owners wanted -- Motorola is looking for software testers

Motorola has made an official request for "Pre-release software testers" of an unknown update for the Motorola Photon 4G.  This is standard practice for Motorola, who likes to slowly roll out their final builds to a select few in what they call a "soak test".  This gives Motorola (and the carriers) a bigger set of eyeballs looking for any potential bugs that limited internal testing just didn't find.  

In the past we've seen soak tests for updates both big and small, so there's no knowing exactly what this one is going to be.  We can't see the future, but I don't think this one will be Ice Cream Sandwich.  But any update is good news as long as it makes things better.  Motorola needs a thousand testers, and I think you guys are up to the challenge -- hit the source link and sign up!
